Explanation / Answer

Fuel cell generates electricity so it is like a galvanic cell and rules applicable there are applicable to fuel cell.

In galvanic cell the anode is where electrons are generated as you oxidise a species and generate electrons

So the species which can be easily oxidised will be the anode

More negative the standard reduction potential the more reducing that agent is so cannot be easily oxidised so in this case the anode is the one with more positive reduction potential. SO SIlver will be the anode
