Zn (s) ----> Zn+2 (aq) oxidation reaction so it is anode
Br2 (g) -----> 2Br- (aq) reduction reaction so it is cathode
E0 cell = E cathode - E anode
E0 cell = 1.09 - (0.76) = 1.85 V
Sn+2 + 2e- ---> Sn ; E0 = -0.14
Cu+2 + 2e- ---> Cu ; E0 = +0.34
Hence E0 value of Cu is high compare to SN+2 so it cannot replace the sn+2 in the solution.
