Phenolphthalein works in the pH range of 8.2 to 10 since it itself is a weak acid and starts to dissociate in slightly alkaline conditions. When equal volumes of 0.1M HCl and NaOH are mixed the pink colour of the indicator with the NaOH solution will slowly start to fade away and eventually become colourless.
