A complete octet (stable) always have less energy when compared to other states and this difference in energy is released when an atom accepts an electron.
C ) Francium and Fluorine
Francium is more reactive than Lithium because it is a bigger atom. The outer electron are is further from its nucleus than that of Lithium.
In case of halogens it becomes reverse. Larger atoms means less reactive . Hence Flourine is the most reactive
