a. HOO- which is around 1550 on basicity scale on x-axis is more basic than MeOO- which is 1530 on the basicity scale units.

b. This thus makes, HOO- more reactive, that is able to abstract a proton back to form neutral HOOH molecule than MeOO- ion which is less basic and thus lower tendency when compared to HOO- to pick up a hydrogen.
