The national student financial aid schemes in their entirety are approximately 200 billion dollars per year in magnitude . However, they are strikingly dysfunctional. They have led to a fall in the proportion of current graduates coming from the bottom-most quartile of the income distribution. A more useful idea is to simplify to only 2 programs: a pupil loan scheme & a voucher-type grant substituting the Pell Grant. These latter would be different from Pell Grants in following ways- firstly, they would be given only for genuinely poor / near-destitute persons . Secondly, they would be disbursed directly to pupils in the way of a voucher utilizable at any certified school, instead of being transferred to the institutions of higher education to be managed by their financial assistance offices. Thirdly, certain minimal however actual performance criteria would be enacted .These grants would be student-focused & targeted firmly to lowest income pupils. Loan programs would also be reorganized & restricted to the poorest students. Perhaps loans should be privately disbursed instead of being directly disbursed by the government, along with certain state loan guarantee
