Answer : Population over the past several time duration have been reduced due to change in socio-economic structure of cities. At the time after world war II new york population has been increased but in 1990 new york state are reduced population which help in contribution of economy become stagnant in the long run time scanerio.

There are various reason for shifting of the growth from decline in population. The main trend of state and local government priorities is to increase there GDP at a rapid speed and become a part of developed nation as well as increased in the standard of living. Immigration is the main reason for decreasing population in the state of new york. They want to make growth in an economy. It does not matter wheather there is increase or decrease in population . The state main priorities is to development in sub-urban and urban areas.
Individual indicate there preferences by immigration and increased there standard of living. The main preference of the individual is to increase there per capita income in long run time duration. There main motive is to earn maximum by immigration to another country or migration from rural to urban.
Implication in short run as well as in long run time duration :
Eroding tax bases is the reason for declining population in these states and manufacturing concren in urban area is also another reason for declining population in these state.
