Culture of the western Europe has changed over the years in a way that private property rights are encouraged, intellectual property rights are protected and free and fair market is created. Here, the deviation has taken place from a country focused upon helping everyone to achieve equality and good health to a country that is focused to achieve economic growth while helping only those who are poor and marginalized, meeting different criteria. So, there is a definite change in approach as who should be benefitted from the social security and benefits programs, and categories are narrowed down. But, these countries have culture that is still astute in ethical practices and stakeholder concept is strongly followed by the business world and regulated by the government. Therefore, social benefits have decreased, but ethical considerations are still present and getting attention.

Free market reform will not recreate welfare state, but it will provide funds for the welfare of people. Corporate social responsibilities, community development, stakeholder concepts and sustainability are some of the outcomes of free market reforms that benefit the society at large. It means that society get the opportunity to have clean water, green environment and pollution free air while firms are paying back to the society. But, it will not transfer funds from rich to poor as it is not the part of free market reforms. It makes the responsibility that falls back to the government to help poor and or people themselves to take initiatives, become employable and grow.

Government can do as follows:

A. Provide specialized training programs with latest skill sets so that they become employable again.

B. Build an employment exchange, encourage firms to submit the openings and place people in these jobs

C. Provide career oriented entrepreneurship based loans to these people with project based consultancy. It twill create new jobs.
