1. Distributive justice is all about distributing the goods and services with social justice. Out of all norms like equality, responsibility, power, need, fairness... I will choose need. Because, if a hurricane occurs its the need of the victims. It's not necessary that all are equally lost. Those who are more damaged should give the first preference. Its as per need. Those in greatest needs should be provided with resources needed to meet those needs. These individuals should be given more resources than those who already possess them, regardless of their input.

2. While on-the-ground support of disaster recovery efforts is a major part of FEMA's charter, the agency provides state and local governments with experts in specialized fields and funding for rebuilding efforts and relief funds for infrastructure by directing individuals to access low interest loans, in conjunction with the Small Business Administration.Increase of interest rates if not immediately, but afterwards may be the possible outcome atleast for some time.

3. Irrespective of the kind of disaster, needs are same for everyone. If two disasters are to be handled, the agency distributes the man power, goods and donations equally. Based on severity of the disaster also priority is given. It doesn't mean that prople suffering in less severity disaster have ti be deprived of help.

4. Fema should follow all its norms properly as an agency which helps people victimed in the disasters. quck responses, equal priorities to all teh victims should be given.
