The map is showing the change in the ground water level in state. The parts in blue is where the ground water level decreased and the part in grey is where the ground water level increased.

The areas in blue and grey tells us lot about the irrigation method in the area. The areas in blue is where the ground water level decreased that means the irrigation method used ground water in those areas and the areas in grey is where the ground water level increased that means the irrigation method used other than ground water maybe surface water in those areas.

The use of different colors make sense as we can easily differentiate where the water level increased and where decreased without need to refer the nomenclature again and again.

Surface water and ground water are two main source for irrigation water. The irrigation water at location A came from ground water and irrigation water at location G came from surface water.
