Question
This question is based off the passage afterword.
Question: How does the President of the Philippines, Rodrigo Duterte, plan to solve this problem? Pretend you are the President of the Philippines. Think about this issue and provide an alternative solution of your own.
Philippine President Rodrigo Duterte’s infrastructure program is running into a roadblock: a lot of the people he needs to build all the roads, bridges, airports and railways are working abroad. For decades, the Philippines has relied on money sent home from an army of nannies, maids, mariners, nurses and construction workers who can sometimes earn salaries of more than four times higher abroad. With Duterte raising billions of dollars in debt and taxes to upgrade the nation’s creaky transport network -- ranked worse than that of Sri Lanka and Vietnam by the World Economic Forum -- the loss of skilled personnel is causing a labor crunch that is pushing up wages and home prices.
“The labor shortage is an issue that’s hounding the construction industry,’’ said Jan Paul Custodio, senior director at property consultant Santos Knight Frank in Manila. “There’s definitely a need for further skills training, now more than ever. There needs to be a boost to any repatriation program.’’
Explanation / Answer
The President needs to solve this problem by developing various Skill Development Centres that impart training to the workers and by also guaranteeing jobs to the workers by increasing job creation in the economy. Initially wages have to be increased in the economy to attract the immmigrants back to the home country. Investing in the human capital is the best way to increase overall productivity of the nation and also prevent the labor crunch which is seen these days in many developing nations of the world.
