Explanation / Answer

(a) The advice of collegue may be useful as the primary cause of malaria is mosquito bite. The preventive action using mosquito nets would be good idea. The relationship between net usage and malaria is quite evident from the survey based on which it is concluded that the net users were least affected by malaria. The spending on nets should be a big component as it helps prevent the direct cause of spread of malaria disease.

(b) Random experiment might be useful here as the usage of nets would prevent the hosts from getting infected. The credibility of the random assignment is lower than other sample surveys as the respondents selected may be deliberately chosen to show the reduced number of malaria cases. Here whole of the population , if not , at least a sizable number of proportionate population should be chosen for accurate results.
