To calculate the annual range of temperature the lowest temperature of the month has to be substracted from the month having highest temperature i.e. its the difference between the hottest and coldest month expressed in unit of temperature.
Whereas the annual mean temperature or mean annual temperature is the arithmetic mean of all the months in the year i.e. average temperature of the year.
1) The annual range of temperature for Wichita is 27.4-(-1.4)= 28.4oC
2) Annual range of temperature of San Francisco is 17.8-9.4= 8.4oC
3) Annual mean temperature of Wichita is (-1.4+1.6+7.4+13.6+18.7+24.3+27.4+26.3+21.3+14.8+7.1+0.6)/12 = 161.7/12= 13.475oC
4) Annual mean temperature of San Francisco is (9.4+11.1+11.9+13.2+14.7+16.3+17.0+17.4+17.8+16.1+12.8+9.8)/12 = 167.5/12= 13.958oC
5) The annual range of temperature of both the cities is 28.4-8.4= 20oC
