Write down the charity's social welfare function and its budget constraint. What is social welfare if the clothing is split evenly between rich and poor without any time spent waiting? What allocation of clothing maximizes social welfare? (i.e. how much of the clothing should be given to the rich and how much to the poor). Why? The charity would like to implement the division you found in part c, however, it does not have access to individuals' tax returns and cannot tell the rich and the poor apart. Propose a value of t such that the charity can simply give clothes to whomever shows up and waits for them and still end up with the allocation you found in part c.
