If XSU builds more parking lots, the construction and maintenance would have to come from parking fees. There would be set number of permits with each household getting one permit, and the rest to be sold to anyone who wishes to buy them. Because if there is space available in some of the parking lots on the edge of campus; the students and staff not utilizing that they are parking on the street, they are not using the available space more efficiently. There is surplus of parking spaces on the street, but the class are in session the students and staff are not using the space in the campus; they are parking on the street. This will become traffic on the street. Yes, the students and staffs are not using their space available for parking will make problem to the visitors and the residents want to park on the street. If students and staffs are ready to park in the campus, then if any shortage space the building of additional parking lots will solve the problem. If students and staffs are not ready to park in the campus and parking on street; then the permit system solve the problem. The permit system recommendation are the likely effects on the neighborhoods more than 4 blocks away. Because the permit system allowed one permit for residents. If they want more only through purchase and if any violation will cause high penalty. So if house hold want to park more they cannot use the 4 block radius; they should use outside of the permitted area.
