Write a paper that answers the questions below. In terms of job loss, North Carolina is one of the states most adversely affected by the North American Free Trade Agreement (NAFTA). Assume hypothetically that North Carolina is considering a 25% tariff (tax) on all foreign-manufactured textiles and furniture items imported into the state. The tariff's purpose will be predominately protective in nature, designed to protect and advance textile and furniture manufacturers in North Carolina and to create jobs. In a 1- to 2-page (250- to 500-word) paper, advise the lawmakers in North Carolina of the constitutionality of such a tariff.

if the state has complete powers to decides or to fix tax rates on all goods without taking US precidient and government then it can increase tax rates upto 25%. if it is not in the hands of state government, then they can not increase the tax rates, for that they need to take approval from center only. and textile is the essential commodity to people, imposing higher tax may leads to less consumption of the items.

this move helps the local producers and they plan to produce more output at less cost. and the same can be sale in market at lesser price. it helps to create more employment in the state. where the cost of imported goods will becomes higher than local produced goods.
