I will explain all the questions one by one :
What is child rearing or Parenting: Its a process of promoting and supporting the physical, emotional, social, financial, and intellectual development of a child from infancy to adulthood. Parenting refers to the aspects of raising a child aside from the biological relationship.
Role of Government : Government has many roles in child rearing/parenting as so many kid/infants/children are abducted/abondoned/orphaned due to crisis which could be earthquake/fire/natural disasters/terrorism activities like in Syria/middle east so Government take care of those orpans by providing orphanage/daycare/medical treatments and education by adopting them and nurturing them.
Govennment in some countries like Australia have ban spanking /hitting if its proved to be physical abuse or child get injury and not cureable in 24 hours so such strict laws should be in place in all countries or states so that there should not be any physical abuse though its very lawful in many states to teach discipline to their children.
But there should be certain ban or law pertaining to corporal punishment as it can result into higher degree of abuse by hitting with open hands or any stick.
Yes Government should distribute condoms in schools as everyone knows that children have sex despite your knowledge but they are unaware of pregnancy and STI or any other disease so why not distribute condoms in schools as all know schools are learning institutions so it will not provoke chidren for more sex but they can safe sex and avoid pregnancies.
As far as my knowledge is concern government should not ban the gay parents for adopting the kids but I think there should be proper criterion/law before giving adoption rights to such parents as if they are strong enough and able to take care of chidren in terms of make strong bond/ties with children or create love for them or able to provide social security and foster the proper physical care. Government should ensure that gay parents can provide proper nurtuting environment to adopted child as there should be viable audit of same or chek if these parents provide caring/loving.secure environment so that they can stand frreely in society and succeed in lives.
Obviously there should be clear and precise mandate for such women who continue to give birth to so many children and further abuse them or abondon them as such incidences are increasing at alarming rate in US as mostly children are born out of wedlock or parents are divorced and this child abuse is becoming common in such cases. Also the mental stress for these women or poverty is causing them to abuse the little ones which is purely a crime so in my thinking government should take a strict action of mandate and create powerful to stop further child abuse.
