Question

A successful response to an emergency situation often involves collaboration with other agencies in the community and the government. Imagine you are the director of the local health department. You have just received a call about a suspected outbreak of Ebola hemorrhagic fever in the community. On the basis of your understanding of the topic of "collaboration with agencies and the government" and the above scenario, answer the following questions:

How would you put your bioterrorism preparedness plan into action?

Which agencies will be involved in your plan and why?

Would the agencies involved be different in case there was a natural disaster such as an earthquake? Why or why not?

Explanation / Answer

1.How would you put your bioterrorism preparedness plan into action? Which agencies will be involved in your plan and why?

If the outbreak of Ebola occurred, after confirming the case it will inform to the higher authorities ( district health department and state health department) they will report it to international organizations called WHO. Here, I can inform to CDC and infection prevention and control (IPC). The task force will be assess for the lack of IPC oversight, lack of waste management and bio-hazard management, lack of triage and isolation protocols, lack or misuse of personal protective equipment (PPE) and inadequate infection control precautions which will increase the risk of Ebola transmission.

The next step is to improve IPC quickly at the health care facilities and to decrease the risk for Ebola transmission to Health Care Workers(HCW) and special training to the HCW.

That is,

* wear personal protective equipment s

*Practice proper infection control and sterilization techniques.

* Hand hygiene

*Avoid direct contact of Ebola victims.

I ensure the health education to the patient and family members to keep strict personal protective measures and about the need of isolation of sick which will reduce the outbreak of the disease.

Isolation area must consists of:

* an isolated toilet

* adequate ventilation

* screened windows.

Precautions during treatment

* restrict non - essential staff.

* limit visitors

* correct use of PPE

* hand hygiene

* limit use of needles and sharp objects

* cleaning of environment.

2. Would the agencies involved be different in case there was a natural disaster such as an earthquake? Why or why not?

In case of natural disaster like earthquake ,many loses their home and these leads to them stay on slums and are not capable to anything. So there was a significant chance for epidemic .In this case also health care system must be alert. And the main role is for triage to rescue the injured. Since the lack of housing and unclean environment the body immune system will decline and overcrowding of refugee camps also leads to rapid spread of disease. Here, the strategy is different ,but the agencies are same.
