No, unemploynment won't be zero percent, as there will be natural rate of unemploynment, which is the combination of frictional and structural unemployment. And they do persists in an efficient, expanding economy when labor and resource markets are in equilibrium.

A more generous unemploynment insurance decrease the full employnment figure as it decreases the labor force by decreasing the people who are willing to work at the given wage rate.
