Explanation / Answer
1) Beef has the highest tariff when some clauses are invoked by Japanese government tariff can go as high as 50%, Japan is largest market for US beef exports
There are quota like measures in import of rice, wheat and fish, however quota like system is reduced in sea food and fish other quotas still exist
2) The non-tariff issues are mostly in automobiles, US automobile sales in Japan are very limited due to many non-tariff barriers and denial of equal oppurtunities to American manufacturers. There are no inputs taken from American manufacturers when designing standards, this will stop them from claiming incentives from government.
TPP negotiations are taking place and when such aggrement is signed into effect, it might reduce certain obstracles that stop american companies from doing business in Japan.
