1.a. The federal government could not trust States to use Disproportionate Share Hospital( DSH) funds for the purposes they were meant to be used is a false statement.
A growing number of individuals in the U.S. do not have health insurance. The Disproportionate Share Hospital (DSH) Program is a major funding source for safety net hospitals and provides funding to support free and discounted care for uninsured and medicaid patients. Several studies have examined the effect of changes in different public payment policy on hospital uncompensated care provision. So if the fedaral government could not trust states to provide funds, it will be affecting the uninsured clients as well as the government. Thats why im concludint that is a false statement.
1.b. The allocation of DSH funds to different states is dependent on some factors;
– the number of uninsured individuals;
– the amount and sources of hospitals’ uncompensated care costs; and
– the number of hospitals with high levels of uncompensated care that also provide access to essential community services for low-income, uninsured, and vulnerable populations.
If we project state-level DSH allotments under current law, which includes a $2 billion reduction in federal DSH allotments in fiscal year (FY) 2018. The Commission finds that should these DSH allotment reductions take effect: the wide variation in state DSH allotments is likely to persist; and 20 states are projected to have FY 2018 DSH allotment reductions that are larger than the decline in hospital uncompensated care in their state between 2013 and 2014.
So, as per the requirements only, the states should be allocated the DSH funds to balnace the payments.If all states are getting the exact same allocation of DSH funds, that may benefit some and may lost by some.
