I have the official settlements account balance at -$10 billion (as it's given), and put Exports - Imports to get $50 billion surplus. I am totally lost on how to get the capital account, loans to the rest of the world, and I have no clue how to calculate the value of the capital. I really appreciate your help in advance. Thanks!

I don't know about the capital account but the loans to the rest of the world is simply x - borrowing = settlements. In this case it would be 60 because 60 - 70 = -10. The value of the current account balance of payments is exports - imports - borrowing + lending which in this case is 300 - 250 - 70 + 60 = 40 billion.
