A. merit pay is desirable because it will give teachers an incentive to care. In essence, teachers will work hard educating the minds of tomorrow. B. People who oppose merit base pay would be slackers or in economic terms, free riders. These are the people who will do the bare minnimum to get by. If pay eas merit based and based on performance, these teachers may not make ends meat. C. Some political challenges of merit pay would be: Who would judge the merit? In addition, what if the person judging the merit is a personal friend or well-known acquantaince and gives a slacker a high rate, in other words a high salary. D. Some schools pay more depending on the students attending the school. If the students go to school and really strive to learn the material, the demand is much higher, and most schools are paid based on the number of students they have and the number that sucessfully graduate. Surrounding schools, may be the "bad" schools where kids dont care, skip class and do drugs. These schools have a low demand for good teachers so the pay would be much less. Hope this helps
