21. Charge on particle could be positive or negative. As the sign of charge changes, then direction of forces due to electric and magnetic also interchange, so the net force remain zero, (i.e. no effect of sign of charge).

22. The proton will " Stay in the plane of the page and deflect upward" option c as the velocity increases the magnitude of magnetic force also increases. Since the magnetic force acts upward (From Maxwell's right hand thumb rule), so part will deflect upward.
