the resistance of an ammeter should be much lower, and the resistance of a voltmeter should be much higher, than those of the circuit being measured.

Ammeter is always connected in series and since it is used to measure current, it should have low resistance in order to allow current through it, without it being affected much.

Voltmeter is used in parallel since it is used to measure the potential difference across an element. High voltmeter resistance means almost null current through it, which means the current chooses to pass through other elements across which potential is being measured.
