y = x tan (theta) - g x^2 / [2 vo^2 cos^2 (theta)]

As theta = 40 deg, x = 22.9 m, y = 3.05,

3.05 = 22.9 tan (40) - (9.8) (22.9)^2 / [2 vo^2 cos^2 (40)]

SOlving for vo,

vo = 16.46 m/s [ANSWER]
