If you touch the three sphere, the charge will distribute equally to all the spheres.
So you will get same amount of positive charge on three spheres.
(b)
This is possible by induction and grounding.
Place the two neutral charges near to the positive charge and two neutral charges are grounded.
This arrangement attracts the negative ions towards positive charge as well as attracts electrons from the ground.
In this way neutral charges gets negative charges.
