weight = 65 kg

weight of sister + cart = 35 kg

acceleration = 0.1 m/s^2

frictional force = 30 N

The net force f = mass * acceleration

also,

f = tension - frictional force

so the tension t = mass * acceleration + frictional force

t = 35 * 0.1 + 30

t = 33.5 N

Tension in the rope = 33.5 N

The normal force N = W = Mg produces the friction force F = kN where k is the coefficient of rolling friction.
