When person is dry
In case of figure a person is safe as the resistance of plastic body will insulate him from the wire circuit and almost zero current will pass through him
In case of figure B when he is in contact with circuit of radio his resistance of dry body is 8 times that of radio circuit so a small amount of current will pass through his body.
when person is wet
in case of figure B as body resistance of wet body is lower then radio circuit a large amount of current comparable to circuit will pass through his body and he will feel a shock.
