A) yes there is a concentration gradient across the cell. NaCl is more inside and less outside. This difference of concentration is called concentration gradient.
B) yes there is a membrane potential across the membrane as this differential distribution of salt (NaCl) will lead to generation of different potentail and hence the potential difference.
C)if Cl- channels open chloride ions will flow from inside to outside i.e from their high concentration to their low concentration.
D)yes, there will be a membrane potential across the membrane as ionic distribution is changing. As Cl ions(negatively charged) are flowing outside, it will generate a more positive charge inside because of presence of more Na+ ions as negatively charged Cl- ions are moving outward.
