(a) According to the RHR, a positively charged particle would experience a force to the left. Since the particle is experiencing a force to the right, it must be negatively charged .
b) m = erB/v = (1.6*10^-19*0.53*0.190)/(1.67*10^-27*6.5*10^6) = 1.484 u
