In case of water , Light travels from denser to rarer medium (water to air) as if it is coming from coin and at the water air boundary the light get's refracted. The light bends away from the Normal , and therefore helps make coin visible at the bottom of the cup. In case of air , there is no change in medium and therefore the coil will not be visible.
