So it is understood from the question that, 1 and 3 would be ferromagnets and 2 would be a magnet. It is a logical approximation since it doesn't say that 1B and 2R or 2B and 3B repel. So i don't think they have magnetic poles
Any how let us discuss the physics. Magnets can be attracted to metals that don't attract to each other. We can stick a magnet to 2 nails but the nails wont stick to each other. Here also the question sounds basically the same way. So 1 and 3 can't be non magnetic since they stick to 2.
