Here from the figure,

the ladder is massless, so the only vertical force acting on the system is the force applied by the person.

Now, since the system is in equilibrim it means the two horizontal forces are equal .

F3 = F2 its because the person is in the centre of gravity of the ladder. Hence, if the person moves upward the centre of gravity changes. and the force will be greater on the F2 side.
