Potential difference from left to right => V = Ed = 25000N/C*0.4 m = 10000Volts

change in KE = change in PE

1/2 mv^2 = eV

v = sqrt(2eV/m) = 5.93 x 10^7 m/s = 6 x 10^7 m/s (approx.)
