The charge density = 25 C / 31940cm^3 = 7.827 x 10-10 C/cm^3
The volume of charge inside r = 22cm is (4/3)(22^3 - 20^3) = 11092 cm^3
The amount of charge inside r = 22cm = 11092 x 7.827 x 10-10 = 8.68 x 10^-6 C
From Gauss's Law, the field at 22cm is due only to the charge inside
r = 0.22 cm
E = kq/r^2
E = (9 x 10^9 x 8.68 x 10^-6) / 0.22^2
E = 1.61 x 10^6 N/C
