Cars that sit idling in traffic produce significant pollution. Every morning traffic piles up for miles trying to get on the bridges going into City Bay. To reduce both congestion and pollution, Bay City proposes charging significantly higher tolls for use of the bridges during the peak commute hours of the morning and late afternoon. The higher tolls will pose a problem for the working poor, who will not be able to afford the higher tolls and do not have jobs with flexible working hours.

I would resolve this using "Environmental justice" framework. Environmental justice helps in giving importance to everyone inspite of differences. This also looks into the perspective of saving environment. There is a solution for the congestive vehicles piled up in the toll. That is to reduce the charges of the toll so that poor can also afford and to restrict the usage of heavy vehicles and encouraging everyone to use the public transportation system. Personally, i would go for a Global Positioning System stickers which will send signals to the capturing sensors in the toll, so that the vehicles can go faster than usual and piling up of vehicles can be prevented in the toll. This system captures the vehicle details in seconds while the vehicle is passing and deducts the toll charges. Here toll charges remain the same so that poor can afford and vehicles won't be standing idle for hours.
