d) and e) The physical balnce is designed in such way so that it is in stable equilibrium.For stable equilibrium you need the centre of mass to be at less height,otherwise there will be disturbing torque acting on it.Same is case if you res a book on its flat sarface it rests easily but if rest it on narrow surface it will tumble down easily.For small angles declination the angle of tilt is proportional to the mass hanging on that side.
