Use Intensity I = Power/area = 0.5 eo E^2

where E is Correspoding electric field

eo is permittivity constant

so

2.3*10^3 = 0.5* 8.85 *10^-12 * E^2

E = 2.27 *10^7 N/C

Electric force F = E q

where q is charge

so

F = 2.2*10^-8 * 2.27 *10^7

F = 0.5 N
