No it wont change, as the electric potential difference is only dependent on the charge that porduces the electric field

It will be greater than that in case above.
It is due to the fact that the work done on the charge is proportional to the charge of the particle
As the charge here is 9 times larger, then the work done is 9 times and thus the change in KE is 9 times larger.
Thus the velocity will be larger as velocity is proprtional to KE
