From the given data we can see that

removing light bulb 1 or 4 from the circuit breaks the circuit and none of the bulb is lit anymore

the other two bulbs 2,3 when removed only effect each other

this means that the bulbs 1 and 4 are places as such that all the current of the circuit passes through them

bulbs 2 and 3 are placed in the different branch of the circuit such that ther eis path for current to flow from bulb 1 and 4 into a dirfferent branch as well and that is why the bulbs 1 and 4 are still lit when any of the bulbs 2 and 3 is removed

hence

as all of the curtrnet of the circuit pases through bulb 1 and 4, hence they are more brightly lit

b.

after removing bulb #2, the overall resistance of the network decreases

this increases current passing through bulb 3 as well and hence makes it lit more brightly
