You set up an IEP plate and connect the anode to the negative wire and the cathode to the positive wire. Is this a correct set-up?

It is the wrong attachment
cathode is always connected to the negative terminal and anode to positive because the cathode releases electron and anode takes the electron which in turn determines the flow of the current.
it will not work at all as there is no flow of current there ill be no damage but once you make right connections everything will be fine
