The figure of 1st question is missing.
For later questions we know that the body having larger moment of inertia is difficult to rotate.
The body in which particles are farther from the axis will have large MOI.
So for 8.1.3 (a), the figure above which has all balls on the same side of axis is difficult to rotate.
And for 8.1.3 (b), the ring will be difficult to rotate.
