if volt meter is connected in parallel then the voltage drop across at resistor can measure exactly. suppose if volt metere is connected in series the potential is divided at voltmeter and resistor and you cant measure the exact potential at resistor.
when we connect in parallel the net resistance is always less than lowest among them so total curent will pass through resistor only hence we can measure exact drop potential at resistor.
discharging of capacitor not be done in less time. capacitor will discharge exponentially. so to reduce to zero it takes lot of time. If capacitor is not discharged it act as battery and stores the electrical energy.
