the magnitude of magnetic feild , B = 0.19 T

let the speed of particle be v and charge be q

for the particle to be undeflected

magnetic force = electric force

q * v * B = q * E

v * 0.19 = 450

solving for v

v = 2368 m/s = 2.37 km/s

the speed of particle is 2.37 km/s
