When incoming solar energy is equal to amount of energy flow of heat to space . This state is known as radiative equilibrium and global temperatures stablize
If inflow is less than outflow then it will cause energy imbalance result in extra energy added to or lost by the planet, if inflow is more will cause green house gases.
If inflow is less will cause more accumulation of ice on the planet and will make live difficult to survive on the planet.
