Capacitance of capacitor is,
C = A*e0 / d = 1.3 pF
Now, distance is doubled and wax in inserted b/w plates of capacitor.
so, new capacitance is,
2.6 pF = k*A*e0 / 2d
where k = dielectric constant of wax
1.3*k / 2 = 2.6
k = 4
