For the first question, the charge at the center is in equilibrium i.e no net force acting on it because all the force get cancels out due to the equal charges at the opposite corners.

Now if the charge is moved slightly to the right the the the up arrow is the correct choice since the center charge is closer to the charges at the right corner the force on center chrge will be greater due to the right corner charges.The resultant of the +Qcharge at the bottom right and -Qcharge at the top right is upward direction as evident from the figure which shows the direction of force for each charge.
