b) Q = Qmax(1 - e-t/RC)

0.91 = 1 - e-t/RC

e-t/RC = 0.09

-t/RC = ln(0.09)

-t/RC= -2.408

t = (1.65*106 * 28*10-9)*(2.408)

t = 0.111 s
