Velocity is vector quantity, so it is depends on its magnitude as well as direction.
Thats why it is depends on co-ordinate system. If you change the co-orinate system the value may be positive or negative.
Why other options are incorrect or false?
a) It is incorrect because we get correct answer from the list.
b) Scalar quantities always express by their magnitude only. So information given in b statement is wrong.
c) Magnitude is always positive. so c is wrong
d) Distance is path length. so we have to consider each point on the path when we measure the distance. It is not depend only initial and final position.
